CHUALAR, Monterey County — October 28, 2026. The long-term future of Chualar’s wastewater treatment system remains an important public infrastructure issue. State and county records document a $2.5 million planning grant to evaluate ways to modernize the community’s wastewater service, potentially including a pipeline connection to Salinas and Monterey One Water’s regional treatment facilities.
What the money is for
The State Water Resources Control Board approved financing for the Chualar Wastewater Consolidation Project, and Monterey County accepted the planning grant in 2025. County legislative file RES 25-027 describes studying an upgraded or replacement wastewater treatment plant, or a connection through the City of Salinas to the regional treatment and recycling system. A state environmental notice describes a possible route carrying wastewater about 7.5 miles north.
Planning work includes a project report, preliminary engineering, required environmental documents, comparative cost estimates and interagency coordination. State documents point to updated discharge requirements and environmental risks from the existing facility as the reasons for evaluating change.
Why a grant is not an approved construction schedule
Funding for feasibility work is not the same thing as a funded seven-and-a-half-mile sewer pipeline under construction. The public records cited here do not establish the final selected alternative, a construction start date, a completed connection or a final customer rate. Residents should not assume that the connection has already been approved or that an existing sewer bill is changing as a result.
This is distinct from the county’s separate 2026 review of whether Chualar sewer billing could be moved from property tax rolls to Monterey One Water.
