CHUALAR, Monterey County — October 28, 2026. The unincorporated community of Chualar is still working toward something it has not previously had: a formal Community Plan that would guide boundaries, housing, street design, public services and future development. Monterey County’s Housing and Community Development Department identifies the work as REF250007, Long-Range Planning Work Program No. 46, and lists community outreach as ongoing.
Why does Chualar need its own plan?
The county says Chualar currently lacks an adopted Community Plan and an established plan boundary. The proposed plan would develop more detailed policies than the general countywide planning framework for housing types and densities, employment uses, retail, public facilities, recreation and the relationships between them. Establishing a planning boundary is part of the process; the county has not identified the entire proposed growth area as already annexed, rezoned or approved for construction.
What did residents discuss in 2026?
The official project record lists a community walking audit on January 16, 2026, a Community Advisory Committee meeting on March 12, and an outreach appearance at the Chualar School Carnival on April 24. The project includes English- and Spanish-language materials. A county-commissioned existing-conditions study identifies limited formal parks and public gathering places, fragmented walking connections, safety challenges around local streets and the importance of preserving community identity.
Can people still take the community survey?
The county’s online project page displays a survey but explicitly says it closed February 12, 2026. This article does not describe that expired survey as an open voting opportunity. Residents who want to provide new comments should ask staff about the next public meeting or comment window rather than assume the old questionnaire remains valid.
How will the plan affect a property?
Draft land-use concepts may eventually affect future proposals for housing, public spaces, shops and infrastructure. A planning discussion does not itself approve a new subdivision, building permit or specific property tax. The adopted version, if approved later, and the applicable zoning and agency review will control the actual development rules.
